Our response to Centre Parcs plans near Hawick

We do not oppose the plan, but have suggested ways it can better benefit local walkers.

 

Ramblers Scotland has submitted this paper in response to proposals to restrict public access at Huntlaw and Muirfield Farm, as part of the planned Center Parcs development. We do not object to the development itself, nor do we oppose sensible limits on access where these are genuinely necessary.

However, we have concerns about the use of a byelaw to permanently remove access rights over a large area of land. This approach is unusual in Scotland and risks setting a precedent that could weaken public access rights elsewhere.

Our submission explains why the case for such an exceptional restriction has not yet been clearly demonstrated, and why Scottish Ministers should give the proposal careful scrutiny. We also set out a constructive alternative: by securing meaningful improvements to paths, open access land and active travel links, the development could deliver real benefits for the public and strengthen the justification for any access restrictions.

We believe this offers a positive, balanced way forward, supporting development while protecting and enhancing Scotland’s valued outdoor access.
